The lease states that if they fail to pay utilities that is in the management’s name then management can disconnect service without notice.

@ZachLemaster, Your phone number seems to be disconnected.  800-311-6781 on your website says "no longer in service". 

When the tenant moves out, and calls to disconnect service, the utility will automatically switch to my name.

@Jonathan Holmes,The issue is not the electric meter, only that if the city found out that we rented out the apartment, and followed through on the threat to disconnect the power, my entire building is now out of hot water.

Traced it back to a buried sub-panel & disconnected it.Good thing my guy didn't slam the shovel down into out.

He made us put a "disconnect" outside because "if someone finished this wall with drywall and put a screw in the cable, the whole house will burn down before it blows the transformer on the pole"

The detector is hardwired to the house so I am unsure of how to disconnect it.

So, not using carpet in hallways but if only in bedrooms it's disconnected from other rooms and relatively easy to replace.
