A 2% property carries much more risk than a 1% property.Baltimore, which is a high risk market you can easily achieve 2%, and sometimes 3 or 4%

Whether its rented or not makes no difference in the LTV, its only needed if you cant qualify with carrying the full mortgage payment on your own.
