We use Hiscox for our insurance with our business, not sure if it works for property but its worth a try. 

You might also explore a bridge loan to fund construction , then refinance into a long-term DSCR loan once the property is leased.

Property values soared high in this town since past 7 years.

I have been going through this thought process recently running some numbers to on a few investment properties for my wife and I.

I just think for me $15000 would have been better spent on a down payment on a property.

Raise the $600K, do the pre-development work, then “sell” the property to NewCo.  

I've had great success househacking in the past, including my current home where I rent out a garage apartment, but I'm having trouble finding a property in Vegas where it makes sense.
