Governor Gavin Newsom has signed AB 2801, a law requiring landlords to provide photo documentation when making security deposit deductions.

If they don't have a social security number, then you can't run a credit/criminal background check, and they shouldn't be approved.You can't verify their identity.

If this is a seller who merely doesn't want to accept an offer from a buyer who requires financing and you feel confident you can be approved for the loan, you can always write up the offer without a financing contingency and secure a loan before settlement.

I have put up security cameras out front because of the neighbors.  

I would focus on securing a deal, figuring out what type of financing you want to use, then go forward from there.

I am not an LA or So Cal real estate expert, but from what I generally know about the market is, if you can get any positive cash flow (with "reasonable" down payment), it is likely a win.
