Even if you tile if there is too much moisture the tile thinset may not adhesive well to the concrete floor. 

Any bit of moisture in laminate will swell the joints.

I've read to many bad things about crawl space vents actually promoting mold and moisture, not to mention rodents, etc.

But another officer later requested us to hire Indoor Air Quality (IAQ) specialist to provide a moisture meter clearance, as their concern is mold.

There is also no moisture from any of the cracks leaking.  

Where s the source of moisture that is causing this mold?

The floor joist were actually sitting in the dirt and moisture and termites had eaten them up.

The inspector could not identify where it originated, yet had higher moisture content than normal (23 - single digits to low teens is "normal"), and the roofer I had go out later said the roof needed replacing and cited an area in his inspection that looks to be sagging in the shingles/wood of an area. 

For example, I've seen some reports with IR pictures that show moisture levels.

Do what you can to mitigate tenant exposure to mold and moisture in your properties.
