Such assertions are simply the commenter’s misunderstanding of what these elements of the law actually require.

This should be signed by current landlord and tenant to ensure there are no surprises or "misunderstandings."

An estoppel also verifies whether or not they own any appliances, are current on rent, their deposit amount, etc. and both the tenant and the current owner sign off on it to eliminate any misunderstanding.
