Here's my experience: accept the Section 8 applicant, inspector comes about a week after; he's required to fail you based on one minor infraction, such as a loose wall plate, missing fire extinguisher, smoke alarm without battery, etc.

The reason that it works so well locally is because many investors seem to have the same assumptions as you that it can't be done and that I must be smoke and mirrors or something and they do not even try.

The person from the planning department he spoke with did not know and simply told him "that's probably correct" and then initiated a required building and fire code inspection for the property because of "a fire in the last 10 years with no inspection".The building completely meets fire code and has all the proper smoke detectors and fire extinguishers with updated tags, so I am not worried. 

We can't discriminate for medical using but we can restrict smoking and growing in the property.

They usually require refrigerator and stove and smoke alarm How would the landlord do for appliances protection?

Unfortunately, in the real world, having a bunch of people on the internet blow smoke up your skirt won't do one thing about the reality of the deal.

I thought if I evicted her it would cost me at least 5K to go in there , remodel to get rid of 11 years worth of cigarette smoke.

@Timothy VanWingerdenThe fire damage does not sound terribly significant ... though likely lost of smoke damage.   

We implemented a no smoking rule for the whole building, yet they continue to smoke, even with letters and notices.
