At times there are struggles with tenants to pay their minor portion, which can lead to eviction if they don't pay it, but, often times the tenant believes/gambles that the landlord will not pursue that route.On the other hand one should not paint all people living in a bad neighborhood with a broad brush as being destructive.

Either your PM knew the heat was out for far longer than he's admitting, the tenant hasn't paid rent and the PM is afraid to go after it, or the PM is keeping the money.I recommend you fire them immediately and then file a complaint with the Ohio Commission: https://com.ohio.gov/static/do...
