i do a lot of driving around too. however, contacting your local municipality also works. go in to the office and ask if they keep a list of  any vacant houses or houses in physical distress in the area. you would be surprised what they know. finding the owners is easy too. just ask the same people at the municipality. another great way to find the owners of a vacant house is knock on doors and ask neighbors. every neighborhood has the neighborhood busy body that knows everything about everybody. find them

welcome to BP @Monique Richi would look up the divorce records and send them a letter wanting to buy their house, I have heard of people going to the courthouse to talk to the sellers personally i would go the letter route as people in court will react very badly when you approach them in court good luck

Wait to see how they react and then you will have more information for your next move.You may want to check about rent control, although I have only seen these on residential property.I would not get an attorney involved that would just complicate things, and yes you can check with an attorney about this, but then you get into a cost-benefit scenario.
