@Jeff Shaver There is no specific statutory time frame before you can do a cash out refi after completing a 1031 exchange.

There are also loans that are specifically designed for this type of property if there is enough work that needs done.  

Please correct me if I'm wrong.You can require them to have insurance, but you cannot require them to purchase from a specific policy provider.

Rent control laws are market specific.

Don't get me wrong, there are plenty of terrible landlords out there, but deciding that you are victim of life's circumstances certainly won't improve your situation.
