Tenants flush things they shouldn't and plumbers have to be called.

The tenant made multiple unusual statements including "they slam the doors in a rhythm because they know it bothers me", "they tap on the walls only when I'm home", "they know when i go to the bathroom because they flush the toilet right after i flush so they're doing it on purpose" (yes she really said that), "they tell me to shut up through the wall".

Flush copper sulfate down the toilet (not sink) every year or two to dissolve the roots.

Lessee agrees to not flush any item down the toilet, sink, tub or shower that could cause it to become stopped-up. 

I've seen a toilet seat covering keep the flush handle from returning to the normal position and so forth.

The wax ring and a missing bolt have Nothing to do with water usage....that only seals the sewer pipe, and prevents the Flushed water from leaking out.
