Looking at your "plan", I can tell you that you took some classes and paid some good $$$ for education.

Neither scenario is a suitable environment for investment. 

Most of the housing is comprised of class A residential so the rent to value ratios are not going to be great.

Eh, you're doing it right, this is just the environment we're in right now.

Asset class, price range, neighborhood type, cash flow/appreciation, whether you want a rental portfolio or get into rehabs...It's easier to start from the goals and work backwards.

I have many of my units in C class area and I continue to look there because I have a strong foundation there.

I recommend Total Money Makeover by Dave Ramsey and consider taking his class Financial Peace University. 

In the general environment right now, state regulators are looking for every excuse to go after "real estate investors".

A rental in the B/C class, I would say no.
