You answered that the county she's in doesn't have one so I would think that she would not have access to a program. if she is sick of running into No-Good landlords why don't you put her into a good landlords unit. there are many out there. is it possible she is a no good tenant?

Maybe you could just plain and simple buy it from her for $20,000 and then give her a 5-year "Option" or "Right of First Refusal" to buy it back for $25 or something.
