@Scott Tennell there might be two different definitions here to the PML term.So, if you mean you are reaching out to PML that lend money all the time and have experience doing it - then they will tell you what their requirements are.  

The agreement reached was the landlord would lower $100 of the rent (current rent: $3100) in exchange for us to paint the two bedrooms.

Oakland, Berkeley, San Diego the rules will likely be, or has already been,  changed mid game so the 15 year limit is not reality.

Nothing wrong with being a bit new - there are options out there for all stages of the game.
