Need suggestions on how to keep my pipes from freezing.

They are in "brain freeze" mode.Brain freeze occurs when a normally ratonal person encounters a situation where he "knows" what he should do, he just can't because it's HIM.

Husband is a tinner, works outside mostly so he's done freezing.

Uncontrolled water, no heat, no AC when its freezing or over 90° etc.

The city does give elderly a tax value freeze once you get to a certain age, so that helps. 

Roofs leak, pipes freeze, tenants stop paying, boilers break down, people die.  

The property has no heat (think they'll resign when the lease is up), which is terrible and now you need to worry that all your pipes are going to start freezing/bursting and flooding your newly renovated property.

I unfroze the likes myself last time but sleep much easier in cold nights knowing if they freeze and break I'm covered.

give it time, it's middle of winter and not many people move in the freezing cold.for the credit scores, is it individuals with high debt and miss payments or they havent built their credit history yet?

We are heading towards a credit freeze.
