I appreciate everyone's input and after sleeping on it and having some time to let the adrenaline flush out of my system I've made my decision.

A clogged toilet could be normal wear & tear... but a clogged toilet because the tenant flushed down a bunch of socks is tenant responsibility. 

Equity, cash and quick closings are like having a royal flush in poker!

The pumper told the owner, "You shouldn't be flushing used condoms down the toilet." 

The reality of this working is a smaller carry, or someone flush with capital.

We suspect foreign objects (feminine products, q-tips, makeup remover cloths, etc.) may have been flushed. 

Not to say that raising more capital is easy if the deal is in trouble...Having said that, even if you decided to contribute additional capital, you might be in the same position as flushing it down the toilet. 

Then get it done for much less after the purchase.If the slope isn't correct for the sewer you will get constant back up in the line where the plumber has to come out and use the cleanout (sometimes every 6 months to 1 year.Sometimes when building a property and laying the line the plumbers get lazy and if they see a root will put the pipe above it and the angle will be off causing problems for years to come.If the toilets flush slow or you get a gurgling sound or bubbles coming up in the toilets you might have an issue.
