Some may have to decrease a little on those double digit increases. 

Lastly, I'd ask a couple of realtors in your area...often times they hear of "war stories" and assist sellers with minor renovations before they try to list their home.  

Apts complexes consisting of 100s or units can afford on site property manager, assistant managers, maintenance staff, volume discounts, etc.  

It was more intended to run it through the community to see what other ideas or info could assist in helping search for my first property.

If they are not paying ANY rent, and they've been having financial issues for a couple of years (unless is it due to medical bills), they've had plenty of time to get their act together or get assistance. 

Without running numbers, I think you are looking at an asset that makes 8-10% over the next several years with an upside in the 15-20% range if you see high single digit/double digit appreciation.
