I've only been involved in one pool install, and I let my pool contractor direct me, we used tinted marcite for the body, tinted concrete instead of tile for the border, and a concrete pool deck.

The high property taxes mean BAD news for property owners in the border cities where Illinois borders with Wisconsin and Indiana.

In north Texas, Tarrant county has far higher premiums than Denton or Dallas counties (both of which border Tarrant to the west). 

I would recommend he finds a good cross-border accountant before setting up any kind of ownership entity. 

If a community is growing and new housing developments are coming in, I'd expect the schools to get better, too.All that said, you might want to also consider Sugar Land, which borders Missouri City.
