I know when I get to that point were I'm paying my PM $40k a year I will be doing some serous investigating on contracting work out to a contractor for repairs/calls and a Realtor for showing the property and evictions.

Maybe code enforcement was the wrong term for those people...anyhow upon further investigation, seems he did pull permits, but failed electrical.plumbing inspection, never had inspectors back.
