Needless to say the team is unfolding quite nicely, where I have two extra men at my sides heading into this to tackle the more complex systems and speed this up. 

Lynn has her furniture stored there and has also allowed her daughter to store furniture and household items there.The person who wants to buy the house as is does not want to wait too long.Does anyone have any suggestions as to how I can speed up the process of getting her out?

If she doesn't want to transfer the whole property to your sister, I don't recall your mentioning what kind of property it was, she could transfer it to a new trust or LLC and sell part of that to your sister and then your sister might be able to pursue a loan.I would also talk with a local banker about refinancing some of your mom's high rate debt, just that might free up some cash-flow and that always helps.As a last resort you mom might have to sell some property to get funds to bring the the remaining holdings on line and up t speed.  

IDOT made a lot of improvements to IL-59 between Plainfield and I-55, though downtown Plainfield remains a speed-bump on that highway as does the I-30 junction just south of downtown Plainfield.

Upside-1.Once it is rented to a good tenant the returns are great2.There are staggering improvements in the neighborhoods every year and I believe this Mayor is going to speed up this process.  

There are people in every market who are willing to trade their equity for the speed and ease of the transaction.

We're not as good as some areas (Mid-West comes to mind) with speed of eviction and pro-landlord leanings but we're nowhere near as bad as California as far as pro-tenant and dragging out evictions.

I am also working on getting my real estate license this year and would like to become a part time property manager to speed up the learning curve of becoming a great landlord. 

Also, it is important to remember that you are most likely renting an individual bedroom, and the guests in my experience tend to prefer privacy to spending much time in communal areas, speeding up the cleaning process.
