In my area it was inexpensive to do so ($10 for filing) and some minimal running around from the law enforcement office to the clerk of court for filing.Took two years but I finally was notified she had been arrested on this outstanding warrant.

Now that was the 60s you would get arrested for child abuse these days letting 10 year olds walk the streets..

In addition to the increase in crime, arrests are way down and even traffic tickets are down by almost 20,000 (which cost the city 2 million dollars in revenue according to local news).
