Well the Bing Administration devised a plan to push the lower income into certain pockets of the region; however, Duggan seems to have disbanded that and instead is looking at ways to blend the low income in with everyone else via affordable housing credits on large new developments.

Seems to me this is more of a ploy to curry favor with a protectionist administration and a powerful congressman rather than an economically-driven investment.
