Is it smarter to wait to have enough money so that I can build my portfolio faster or smarter to take action now, learn the business and build my portfolio at a slower rate being more strapped for cash?

@Ryan Johnson we have a database of items that serve as a kind of internal "product catalog" with standard furnishings and amenities (also paired with cost-effective and luxury alternatives).For example, we know the average cost of a shower curtain, bath mats, toiletries, towels, etc for the bathroom.

If you are strapped than get the lowest for right now, lowest closing costs, points (up front costs)  Also if you continue doing this try to move towards deals that don't involve a lender, owner financed, contract for deed, as then the money costs are almost nothing

$250.00 New Shower Curtain and Bar $125.00 New towel holders (3 piece set) $175.00 New floor mats $75.00 Other Areas: Paint ceilings and walls flat, trim semi-gloss $450.00 per room Since fixing up the cabinet vs replacing is not much of a cost difference I'm leaning towards just getting new ones.

If you're making 100k plus $500 a month, how are you strapped for cash? 

I wouldn't want to rely on a cash-strapped leaseholder to do it, do it right, do it to my standards, etc.  

I can take this money out of my savings account and HELOC and strap myself down pretty tight financially (but I could do it).

Assuming that you are actually going to be looking after your property and aware of what is going on, I wouldn't worry too much about laundry mats and car washes.
