You can hire an agent just to show and be a body if they are willing, While its not perfect, ChatGPT is a great tool to ask initial questions and get a launching pad (always verify what it tells you)  - @Drew Sygit - Good point about getting someone to help you with screening if they dont have any "skin in the game" so to speak.

If you just hire the cheapest or first PMC you speak with and it turns into a bad experience, please don’t assume ALL PMC’s are bad and start trashing PMC’s in general.

Are you planning to hire GC to build it for you start to finish, or you are planning to run the project yourself?

We helped a buddy get started in investing and he hired a PM (to my dismay).

I'm wondering if I just move on from my PM and find someone who's willing to take on a bit of a fixer upper, or keep the current PM for now, hire out someone myself to do all the work needed, then find a new PM.

You will need to contact the city Building Dept to ask if there are any city coded you must follow.Or, hire a qualified Property Management Company.
