Florida's treatment of security deposits varies from many states in that it is required that a security deposit be kept in its own account in a Florida bank.

I'd like the building to be within 10 minutes walking distance from a Brown Line L stop, ideally in Lake View, North Center, or Ravenswood.

This is probably a question for your personal CPA or if you don't have one, paying a consultation fee to a Real Estate centered CPA would be a good investment. 

However, there are several up and coming thriving communities surrounding the Texas metro centers that may be worth looking into.

(Apartment buildings/retail centers/farm land/ etc etc…)
