You can easily set up an LLC in Ohio online through the Secretary of State for $99, however your Resident Agent must be located in the state of Ohio, which means they have to have a valid physical address in the state.  

Echoing what @Andrew Beauchemin said, you can find out owners of buildings by looking at property tax records on your county's appraisal site. if the owner is a LLC (which is usually the case for larger multifamily), go to your state's secretary of state website and look up the business in the business records search. i'm not familiar with pennsylvania, but that's how every state I've looked at before operates. there is usually an agent of record who oftentimes is the owner, however, for a larger, more sophisticated owner, it could easily be a lawyer or someone else.if that fails, a broker is your best bet. they'll have the relationships with owners and other brokers you need. as others have said, it's hard to go off-market without a track record, but maybe by showing your current portfolio and explaining your desires, you may win someone over :)

You can look up the name of entity you want to register on Texas Secretary of State website, and if it is Unique, and you have a valid Tax ID, ( or your personal number - if you know what I mean),  you can be fairly certain to get the entity registered.  

Also, I just learned from an entity-creation specialist that any good lawyer in CA can simply PAY for a Statement of Information to the CA Secretary of State to get the info on managing members of an LLC.

You will have to pay an annual filing fee with the secretary of state to keep your LLC current with the state - generally this is some nominal fee on the order of $100/yr.

You file a few forms with the Secretary of State of the states you want to form or register your LLC in. 

I called Golden Valley today asking to speak to the broker or Daniel's supervisor, but he was in a meeting so I the secretary took my contact information and I explained to her what had happened and that I would be filing a complaint with the BRE. 

Give it a shot, but make sure you have an actual legitimize business account and a business registered with the Secretary of State first.

File the paperwork with the Secretary of State.3.

So the reason I'm looking to pay someone, is because I've contacted not only the Secretary of State office here in Austin, but for few other local offices as well.
