The homeowner's policy requires us to rent it for a minimum of 30 days and stay in it a minimum 1 night/year which should not be a problem.Both of these are a fraction of the ridiculous quote I got from Proper and much less than Steadily's quote so I am planning to go with State Farm.

For something as simple as a deck the permit approval takes a MONTH then they want to inspect the hole for the footers, then they want a separate inspection once the footer is poured and the window to get those inspections done is from 1-3pm and maybe the guy shows up in that time window, maybe he came early and you missed him and need to reschedule, or maybe it's 3:30 when he shows up in a terrible mood and fails you for some ridiculous reason, or maybe they tell you at 3:45 when you call in to see where the inspector is that he won't make it that day and you've wasted 4 hours waiting on some city employee to show up... there is no way to price that into a quote.A more experienced contractor will have better pricing from local suppliers they use and trust than you will ever get as an out of state investor - they spent years earning those discounts and trust the product supplied.

It's a ridiculous amount of time, effort, and money. 25% equity gain in my market (average SFH is ~$1m) would justify the cost and work.

This may not be the most ideal answer but for ridiculous things the police departments in my area will inform the tenants not to bother them and it usually ends the situation.

Other times they may quote something ridicules like $10k for painting because they're going to subcontract it and while I HATE painting it is something I can do for $100 and hour IF the budget is being stretched.

Any sophisticated and honest real estate investor would know these cap rates are ridiculous and you could easily verify their absurdity with cap rates of comparable properties that have sold.
