I would focus my attentions here and try to stay local (within a 4 hour drive) as the POH rentals require more engagement.Financing is a tough deal... but sometimes you can find those Mom and Pop operations with quite a few POH rentals that will work with seller financing on a reasonable interest rate with a balloon within 5-7 years. 

In Texas there are quite a number of people with work permits that do not have socials.

If you want to establish a long term relationship with someone who lives eats and sleeps creative financing and loan products - I recommend getting in touch with a well-versed broker who manage the relationship and introduce you to competitive products in the market.

And you can quite literally walk there from the U.S. side if you didn't forget your passport at home :) Of course, I don't know how much (if at all) this could affect a hospitality business, so I would continue trying to find someone who actually operates an STR here to find out more.  

It's not quite as profitable as doing AirBNB yourself, but at least it's a stable income.

You are priced out of Scottsdale quite a bit, but you might find something adjacent which would provide some good opportunities.
