Greg, that's great you seek to build relationships to encourage longevity among clients, all practitioners do.I've been practicing for a while too, and respectfully, the points you're raising are "much ado about nothing". 

I have some workers who are available, but I don't want to start projects until I have a better idea of the longevity of the shelter-in-place in my state since, as most said, permit inspections are unavailable now.

It is imperative for the longevity and operation of the system that the air filter be regularly checked and replaced if necessary.

I wish they used longevity as our STRs have been STRs since 1999.  

What type of floors do you go with for longevity?

We looked at a few apartment deals in the Fayetteville area and weren't sold on the longevity simply because homes are so cheap over there so when you combine affordable housing with favorable va loans we didn't think there was much upside in occupancy rates.

The only issue I see with it is that it’s longevity is less than other materials.

What I have read about the longevity is that if professionally done it will last between 5-15 years depending on how good the job was and how the tub is cared for by the tenant.

I'd follow up with the Section 8 office to see what the rate is and terms, etc.Second, if the tenant has been there for several years that's great for longevity for the rental, but could be tough on the condition.  

It depends on the longevity and severity of this pandemic.
