The reason for lumping Cedar Park and the rest of Austin's suburbs in with Austin (or any city for that matter) is not because Cedar Park feels like "Austin" its because the drivers of population growth and the economy are intertwined.

This will treated totally separate from the rest of the rehab to make sure it doesn't get intertwined with planning everything else.

You could try to make a professional/financial one only, but I think you'll find that the things are more intertwined than you thought.
