Heating temp increasing?

He said I would only need to keep it heated to around 35 degrees to keep it from heaving.

What is the cost of an HVAC system vs. a heat pump vs. forced hot water vs. baseboard and what is the cost to the tenant? 

For example, electrical is original from 1960, there is no central AC - heating it through baseboard heaters

I've had kids tell me their heat is not working and they never turn on the thermostat, etc, etc.

And apparently doesn't etch or stain as easily and is heat resistant.
