.- To utilize the Mills Act requires a few things: An application (not free), inspections, and most importantly a contract with the city in which you promise to rehab and maintain the historic nature of the property.- The inspections are only 5 years, but tenants are not likely to take care of them home as well as you, and refurbishing hardwood, lath and plaster, and anything else is going to be much more expensive than the typical Landlord special (white paint, and grey LVP)It will all come down to making your numbers work.

@Michelle Hardy Just adding, check your local city too for their requirements, many have specific requirements that the state may not have.Here in VT in the towns my properties are in, there is not a requirement to keep them separate or pay interest. 

When you converted the 3rd unit and put it on your tax return was it done through the city?

Initially I didn't have a personal connection to the area and didn't know much about the city.

The best areas to consider include East Point, West End, Kirkwood, Decatur (outside city limits), and Marietta, each offering a balance of affordability, appreciation, and rental demand.

Plug in your city and see what others are charging.

New Jersey is not a horrible state for investing it is more so certain towns and cities that give NJ a very bad name. 

If there is not one in your area, look for the closest biggest city or consider starting one for your area.3.
