In order to be a member of RMLS you have to be a Realtor which requires joining the national board of Realtors through the local board - in Portland its The Portland Metropolitan Association of Realtors (PMAR).

You should be fine to do this, but when you look for financing you will likely need to go to a local/regional bank or credit union not a big national bank.
