If it is as bad as you describe I would be inclined to hire a remediation company.Rotted sills, mold, feces, active holes in the roof... this isn't a clean and sell, it is a rehab.

Although our lease states that pest control after the first 30 days of the lease is the tenant's responsibility, my PM is stating that the landlord has to remediate for bed bugs per Florida law.The unit with the bed bugs is in a building with three other units.
