Why not just buy it then list it as R2O?

I just added laundry to a unit and need to update the lease with a laundry line item.

I would start looking at listings and familiarize yourself with these markets. 

Since you have skip-traced lists with them you pretty much locked.

They said they have a solid list of criteria to screen tenants, but they placed a tenant who stopped paying last July.

Then you could list them as 1031 exchange gold, or dream seller.
