If the owner wants to replace the breaker panel as a DIY he must be a currently, licensed electrician, pull permits otherwise the inspector and/or loan officer (LO) will deny the loan. 

I would suggest you find the LO trainer, John Jackson, who is in TX and his LO/RTO education has the TX twists.

Which is a big assumption.The reason your LO is being vague is because loan originators are generally not tax professionals.

I kept waiting for the big issue to turn up, but lo and behold, it passed the inspection with flying colors and there hasn't been a single maintenance issue.

I only use my cell for clients, but I've heard horror stories from LO's at other companies that got complacent with using a company cell or office phone as their contact point, and then got left in the dark when they had to jump ship for one reason or another.
