I'm hesitant to buy without seeing anything in person, as I've seen some creative listings in Seattle where the listing agent carefully avoids the mold, water damage, and holes in the wall and carpet, etc.

I base a large deal of weight as I am sure many LP's do on the sponsor and feel that in addition to either a phone call or a meet up in person, a questionnaire sheet would seem a more efficient way to ask and get answers to common objective questions ahead of time to get an idea on a sponsor.

The HAP inspection checklist and inspection form are among the documents available here, which are common to most Title IX programs across the country:https://www.hud.gov/program_offices/public_indian_housing/pr...In case there still was some minor nit-picking item the inspector took issue with, the PM would have immediately had the actual inspection report with it's checklist which he could provide to the repair person as a required inspection and repair regardless of Tenant's wishes.

You can have an attorney build/sign the lease and then you can manage the property as an unlicensed person as long as all guest stays are less than 30 days long.
