In the neighborhood association I'm active in there is always a lot of emphasis when BCAD releases the annual taxes on disputing or hiring someone to dispute the increase.Hope this helps.

The reason the lower class properties appear (emphasis on appear) to cash flow better is because of the multiple levels of obsolescence you are dealing with.
