All of our grills are plumbed to natural gas, so no tanks to swap. 

We had one house where we were swapping tanks for new guests, it was definitely worth it to run the gas line so we didn't have to do that any more -- both for us as well as the guests. 

We don't have natural gas so we have those propane tanks you swap out for a gas grill, you can get an extra.

Your loophole should it be needed may be if you screen for credit history / credit score and no result is returned due to lack of SSN,  or if they gave a totally bogus SSN or one belonging to someone else.I recently had a somewhat similar issue -  I have a pair of roommates in a 2br in seattle,   one of them was getting married and moved out,    and they asked permission to swap that party with his father on the lease.
