Notify the proper authorities and take this out of your hands.

FYI, large pets, over 20 pounds are not allowed in the housing authority, I made an exception for a police officer with a police dog, latter our regional HUD office agreed. 

As it stands, I would pay him only for the work he was  authorized to do.

Also, the PM should inform you of any repairs even if they have already been authorized.  

Do a search for Palm Beach Tax authority and look up the address for current taxes.
