A financing contingency clause is more to protect the buyer from backing out of the purchase agreement if they can't secure leverage, or to set an allotted time, so that sellers don't need to wait for a buyer to get approval for finance indefinitely.

Dealing with the military is good business, you've mentioned advantages, you can even have an allotment for rents.As to exclusive dealing, no you can't bar the public.
