Marc, If it's an FHA loan, there is a new program coming out soon just announced and starting in June 2012 to be able to refinance your FHA mortgage if you obtained it originally before like July of 2009.

Although usually what was written holds true, PGW (Philadelphia Gas Works) actually announced that there would be a rate decrease.As far as heating bills go, my area had a mild winter this past winter - that means heating bills were not what you would have to budget.
