I don't know where you're investing, so take this with a grain of salt, but at least in the markets I'm active in, "clean" offers (meaning most/all contingencies waived) are pretty common if you're buying investor grade properties and competing with all cash offers. 

Remember when the next down turn rolls around, the banks will probably take away that HELOC facility or modify it somehow -- or that is what I gather from the old salts around here on BP forums.

I work construction so I am not afraid to get my hands dirty in these properties.I have been contemplating rentals out of state or local here in Salt Lake and for the most part I see high home values and low rents in my area.

This is more anecdotal rather than scientific so take with large grain of salt: I am currently trying to buy a SFR for myself in Nashville (will be a future rental after I occupy) well below price point you are trying to flip at.
