I was there in 09 and it was a freeze that busted all the lines and the city ran out of water there simply was no water brown or not.I will have to check in with my contacts there as I am curious many own 50 plus homes there..

If this is at ground level, and depending on what your winters are like in Texas, I would suspect this is the result of annual freeze/thaw cycles, in which case there may be no getting away from the problem without serious renovation work.
