So, the act of purchase to flip to a relative by itself is not illegal, it is the signing of the affidavit and the act then is fraudulent.

If, however, you purchased the property for $100k under market value, and you believe that its value will go up another $100k in 5 years, you're a gambling man, but at least you know what you did and the risk involved with gambling.

To make a long story short, there is suspicion that the owner may have committed a fraudulent act.The house burned down in September of 2018, and the owner said the insurance company told him they are waiting on a report from the fire dept.
