If the tenant has been there 10 years, seems like there will be a lot of things that will need replacing cosmetically (floor, paint) and other things that may need to be updated (appliances, kitchen, bathrooms). 

Nick,If you are going to be in Wyoming for awhile, what I would recommend is buying a 2-4 unit place you can live in while you are recruiting with your VA loan, put some sweat equity in it with new paint, landscaping, etc and either sell when you PCS to Savannah.

The flip is pretty minor, list of what is needed is: paint, floors, carpet, vanities in 2 bathrooms, replace counter tops with granite, appliance package, replace all ceiling fans, lights and fixtures, replace all outlets. 

For example if I'm doing a gut rehab and I'm taking measurements for a bedroom I would like to know how much insulation, sheetrock, joint compound, trim, baseboard, paint, etc I should buy.  

New paint throughout the unit.

Seriously though, cheap and easy, paint the place white and trim in the same blue as your sunshades.

Under Massachusetts law, it is illegal to discriminate against someone because the presence of children might trigger a property owner's duties under the lead paint laws or because someone receives a housing subsidy, such as a Section 8 voucher, to pay for some or all of their rent.

If you are just slapping lipstick on a pig then the deal would have already been scooped up which is why my light rehab changes the vanities, paint, landscape, appliances.
