I think it is a speed and hand-holding issue.So all that said, the program I am in, which targets MF (60 to 600 units), is about that price for GPs, but the terms are a bit different. 

Be very clear with them about what you can/cannot monitor with the cameras.You can also consider selling and investing in a safer community.

Once the relationship builds up then there won't be as much monitoring.

As far as the other deposit, there should be no problems transferring it to the new PM, and the new PM can probably help you contact whatever state agency monitors those transactions as states usually are very critical about how security deposits are handled, so you'll probably have plenty of backup if he tries to keep your other deposit.

Nonetheless I appreciate all of the great advice, and will continue to monitor BP as well as the local listing in the area.
