There are plenty of deals in Philly on and off-market from wholesalers, who are pretty decent in Philly compared to other places.You will need to get your GC license here and learn the permitting process and necessity here as well.

If you come across a better opportunity here in AZ where if you can take your 1M and turn it in to 1.2-1.3M ( maybe a value add deal) sell the house, take the equity and use it to get a bigger return.

You could force the seller to bring it up to code before the sale is complete as one of the contingencies of buying it, let them deal with it.

I'm dealing strictly with the sellers themselves.
