I have contacted a HUD counseling representative and am also waiting on a response from them.

If in a tenant-friendly state, the Payment Plan may make sense - but only if tenant signs document stating specific payment dates & amounts and can update their income info to prove they can afford the payments.

You likely will not be able to get this info until you're under contract. 

So far none of the title companies I've contacted have been any help.
