This will of course end up hurting the working class as more and more would be landlords are pushed out into less regulated areas leaving only the large players that are able to afford to compete under such conditions.

I used to fund a pretty big buyer in the Orlando market.. and his wholesaler was a big player and the wholesaler was licensed .. but wholesaling is really really tough right now and these guys went from selling 20 plus properties a month to out of business. there simply is not that many distressed deals anymore in FLA... not that you cant stumble on to them.. but I have a hard time thinking anyone who does not have significant capital to pay for marketing  and proper licensing is going to be able to do anything.. its a major wives tale that wholesaling is easy and can be done with no money.. just aint so.
